People shouldn't have to read patch notes. What about new players coming to the game now or months from now i guess you think they should look up patch notes from months ago to? They may happen to just find it but it's still bad design.
New players would have found them by wondering around and walking into the market wards for the first time. The issue here is because he was playing beforehand and expected to see it in the place he expected. If your new to the game your expectations of where things are should be nothing, as you shouldn't have any idea of layout.
Reading is fundamental.
They should have the patch notes available on the login screen, the one where you hit the Play button. "Oh, before I start, I better scroll through this and see what's new." Most other MMOs do this, don't they?

I do agree that major content should not be hidden. Maybe when they remap cities they can put grand company HQ's front and center, not hidden away in a generic zone.
This is an issue that SE needs to seriously look into - that is, effectively advertising new content within their own game.
The login screen should link to the latest patch notes, but is it really that hard to go to lodestone to find info about the latest patch? Anyway, for people who want an over view of the new things that were added to the game I make videos for all the major patches to show what has changed.
