One of the areas estrogen prioritizes fat distribution is the butt, so technically it makes very little sense for female characters to have such a non-existent butt in this game.

I think what would make more sense and better solve the issues people are actually having (I will conceded to arguments that things can look disproportionate) is to have either body types you can choose from or a body shape slider. I will admit that if I ever did get serious about crafting it would be for merchant purposes and as a merchant I would want to look like this:
I have yet to play any game that allows for a "Fat" character. Body sliders or body type options would be the best solution instead of individual part sliders, at least as the game stands now and what it would mean to add that in. Just a thought.
The "fat" character of mmos for your viewing pleasure:I think what would make more sense and better solve the issues people are actually having (I will conceded to arguments that things can look disproportionate) is to have either body types you can choose from or a body shape slider. The addition of different body types would also be acceptable to me.

Because the developers are extremely lazy. I mean "It's getting seriously ridiculous looking at the models now" level ridiculous.
And the funniest thing? I have one of the oldest ass threads open atm, and the replies of "Mi'Qotes are similar to cats and cats have no rear ends" which makes me laugh because in the end...Cats lie down on their stomachs, not their asses, Mi'Qotes are humanoids, such a thing would not be good for their spine, so they follow the exact same rules us humans do.
Systems have absolutely NOTHING to do with this issue. My computer is crap(crap enough to not even be able to run this game on minimum settings, which is why I had to buy a PS3) and I can STILL play something like Vindictus on it and the PS3 is capable of gorgeous character models, especially with Phantasy Star Online...
As I said before, this is similar to the shortcuts they used for Lightning Returns: FFXIII.
True, the visual appearance changes to the buttocks was a change in the way lighting worked in 1.23, the topolgoy of the bottoms for characters have barely changed.
It was mostly a design consideration, it just simplifies and speeds up the process in avoiding a lot of clipping.
The flatter butts would have no impact on performance on any platform, unless they made them into perfect boxes, the amount of polygons saved from 1.0 butts to 2.0 butts would have a negligible impact on rendering speed. The most likely culprit is clipping, while I'm not wholly convinced this was the reason since there are still plenty of other clipping issues still in the game. The only other explanation is just style choice by the devs. Saying that PS3 limitations are the reason for flatter butts though just shows your lack of understanding in how polygons, rendering and performance are related.
"City of Heroes"
NCSoft's long-departed and somewhat lamented game had a character creation system which let you adjust pretty much anything you desired. Butt, hips, bust, waist, shoulders, height, mesomorph/ectomorph/endomorph... and that was OOOLLLD technology.
