Question!

For those fish that require specific back-to-back weather conditions (e.g. Rain -> Clear or whatever), if the second weather condition continues on when it would have a chance to change will you still be able to catch the big fish? Or would it then consider the weather chain to be Clear -> Clear?

For example:

12am (Rain)
8am (Clear) - Fishing window opens from weather transition
4pm (Clear) - Fishing window...still open? Or not?

nope - when you have Clear -> Blizzards you will not be able to catch the fish on second Blizzards (Clear -> Blizzards -> Blizzards)
