Why not just keep a weathered hammer on your person to repair your blacksmith tool? Repairs are 100% as long as you are within range to repair. Doesn't matter what level of tool you use at this point. Blacksmiths make their own hammers. It makes sense they would repair them too.

I have no inventory space.
