"Guillaume" is a bit weird, since it seems he was already using a Glamour to appear as the real Inquisitor Guillaume. But when you defeat him and dispell the dragon Glamour, he goes back to looking like the man whose identity he stole. Not sure what that means, other than the strong possibility someone made a mistake somewhere.
I'd have to double-check the story scenes, but I thought he replaced the inquisitor before the inquisitor got there, and just told everyone that he was the guy they were expecting. No glamour required, because he just lied his butt off.
