its because they fear a lot of people will use them in negative ways towards other players aka "you didn't beat 300DPS *kicks and blacklists*" or parties that say "MUST PASS 400 DPS OR KICK"
so they hold up saying its forbidden to deter people from basically kicking or banning players due to there play styles.

In the video they could see the exact hp of the boss instead of %
I think that should be standard, is it not allowed to use that kind of 3rd party apps either?
I imagine people could make really useful addons if they were allowed, like one I used when I played WoW vanilla, Whenever I was fishing my sound setting would change so that I could hear if I got a fish easier.
Would they not be allowed either?

i beleave they find it gives PC players a unfair advantage into looking into things the ps3 and ps4 players cannot see, if they added it in they would probably find seeing the HP values themselves as to specific a detail.
for the fishing , i do not know why pc players do not have somethgint o that on the PS3 and PS4 the controller vibrates telling you you caught a fish,
but all in all i think they find parsers a unfair advantage for PC players, and until they implement it for all 3 versions, then it is a no-no.

Collision has their kill up as well. It's a lot easier to understand than Lucrezia's.
As FFXIV does not support add-ons, software wise. They aren't supporting them at the moment because if anything goes wrong with using a 3rd party app they won't be held accountable. eg account compromise after using an app, If they add a system that allows players to write mods/apps for FFXIV then they can regulate what is being used and limit anything bad happening. Whereas atm, you run the risk of 3rd party apps you use doing bad things.
To put it another way, if SE said apps where ok to use then they accept a level of responsibility for any negatives that may arise from using them, something they are not willing to do due to the fact they cannot regulate it. When or if an official way is added, then it all changes,
