    The heavy debuff in question comes from any mob in game, as long as you are mounted you have an X% chance to be inflicted with heavy on hit (100% in PVP).
    It's not limited to specific mobs per zone - the only time you'll get heavy status in an aggressive zone whilst not mounted is if the mobs actually have a heavy inducing attack. (Which for the most part is just monster skills, to my recollection)
    That said the Heavy is more annoying than it should be, and should be toned down a smidge.

    That explains it... one time I was passing by an archer in Zahar'ak and every hit refreshed the Heavy debuff. Every. Single. Hit. That mob was so good at RNG.

    I noticed that higher level mobs tend to inflict Heavy more though? As I did not notice a significant infliction of Heavy from other aggressive mobs while I was mounted and using lower leveled classes.

    It could be. I also tend to notice it more in higher level areas.. Like the Sylphlands.. Or the Sapsa Spawning Grounds...
    Those dailies will haunt me.

    Though that could be because I tend to be in higher level areas more often.

    I was in Northern Thanalan hunting for animus book requirement and I ran around mounted, the Garleans didn't inflict Heavy on me, not once. I tried running around one of the caster Garleans since it has slightly faster attack than the other mobs which tend to use skills that have animation times, and I didn't get Heavy either. Could it be the Beast Tribes trolling us?!

    But yeah, I think it is a combination of higher level + attack speed of the mob.
