Cid being the other Garlean who has proven their loyalty, whos to say she didn't also.Aymeric is no fool. He knows Lucia is Garlean, he has to, and he accepts and trusts her anyway. That's the story we'll see unfold. In a position such as Aymeric's, he's able to promote whom he deems worthy, to select his own right-hand. I really doubt the Holy See spends much time micro-managing, they trust the Commander of their Temple Knights, I'm sure.
While her being a spy is plausible, my bet is that she's truly loyal and that it'll be a minor plot point on how she deserted her homeland.
