You are really desperately in denial. She's a Garlean. Whether or not she's loyal to Garlemald remains to be seen, but she is biologically Garlean.
You can see the eye under the crown if you zoom in.
That she has a third eye is 'pure coincidence'? That's.... Just no. The developers wouldn't have used lines about her not being Ishgardian and then used the garleans race/model by mistake. The eye is clearly beneath the circlet.
When we were able to stand side by side with the Lady Knight, I noticed right away the Hyur head with an Elezen stance, and I immediately started speculating that it was Livia.
A friend and I got into an argument over it, he insisting she can't possibly be, but after the last CS with her I am absolutely convinced its her. I note that ya'll mention Livia herself isn't full-blooded Garlean, and thus can't be this Garlean, due to being an orphan of war. However, there are two sides to a war. She could still be full-blooded Garlean and made an orphan by the defenders. There's just too many coinkydinks for it not to be her. I can even imagine Lucia's voice, mutated by armor, would sound exactly like what we heard of Livia. Her name is not all that different, and then there's that look she gives the PC. She has a grudge. One that made itself known even before that CS if you talked to her in Dragonhead before the meeting. "I came to hear -him-, not you."
I doubt she's a Garlean spy, however. Livia can't return to Garlemald without facing possible execution, if Nero is to be believed. All the more reason for her to find another place to use her talents.
It's also possible that she was a plant in Ishgard at some point, and now that she can't safely return home, has chosen to take up her alter-ego full time. This was my initial theory for how she came to be in such high standing with the Ishgardians. However, I'm not sure its necessary for her to have been there for a very long period of time anymore to achieve her standing. It sounds like all she had to do was impress the right fella.
PS: That lala-view screenshot of her has me grinning so big right now. I can't wait to show it to someone I know. Ohohoho.

@Chione: Considering Nero clearly hasn't returned to Garlemald either (his armour is in serious disrepair) I think they all might (or would be for the one(s) still alive) be facing execution for going along with Gaius.
She may have found out that the emperor was trying to off/stop Gaius and decided she needed revenge not only on the man/woman who killed her beloved but also on the empire that was plotting against them.
Though I feel like Aymeric knows exactly who she is, or atleast what, she is.
I don't believe she could be Livia. Unlike Nero, who clearly ran after his boss fight, we killed Livia at the Pratoriam. Now, SE can do what they want, but If the expect me to be cool with Livia after the Waking Sands massacre, well.... I still remember.
Edit: also, I don't see how she could get promoted that fast... You don't become the second in command overnight.

Minor nitpick, but his armor is actually intact.
Watch the cutscene right after defeating Xande over Syrcus Tower; you'll see Nero in full armor (w/o helmet) picking up readings before being engulfed by the portal to the void.
Well, what can I say? I don't want to believe Lucia's Garlean either. ^^;
But with these revelations, it seems anything's possible now. I'll just have to wait and see how the story unfolds.
For all we know, if Lucia is indeed Livia, we may learn what she has done to atone for her sins, and am therefore better able to forgive her. Lucia does say something about letting go of the past to safeguard the future.
In other words, forgive, but don't forget.
I think SE is planning on Killing Raubhan off. Since 2.0 has started I feel like they have pushed him more into the story than either of the other two GC leaders.
He's gonna die and if they make Ul'dah a republic, then Ihbed is gonna be asked by his friend Raubhan to be the new leader.
