I've said it before and I'll say it again. SE has companies in NA and in EU. I think there should be someone in each of those time zone areas that can do these patches. It isn't a uniquely Japanese thing to be able to update software and when it comes to doing something to the servers themselves plenty of them aren't in Japan.
On top of that, everything we do on computers is automated to some degree. it is very unlikely that they're personally typing in all the programming needed to update the servers in real time. More likely than not, all of that was already compiled for the testing servers for the QA team. There's no foreseeable reason they can't Install Wizard this stuff so that even a monkey can do it. Perhaps have checks and data input points as needed throughout, confirming the integrity of the installation as it's going and allowing for alterations where some things may be different between servers (such as housing prices for example) but it shouldn't require true expertise to install these patches and hotfixes on their end.
As it doesn't HAVE to be by the Japanese work schedule, I can't see any reason why the patches and hotfixes can't be on an alternating or rotating schedule.
Yes, it would negatively affect more people. That's bad.
However, it would share the burden over all of those people equally, resulting in everyone (hypothetically) getting a fair and equal chance to play during their own prime time at least during some of these events. That's good.
Take a group of 30 players, tell them that they don't get to play one day a week from then on so that the 70 other people can have a better experience, sooner or later those 30 will get fed up. Alternate/rotate those 30 people throughout the full 100 so that everyone has equal chances and equal off time and no one will be hit anywhere near as hard as those 30 initially mentioned were.
