Why is Shiva locked behind Ramuh when Ramuh was not locked behind Leviathan?

And the answer is, Yes it was. You could not do Ramuh without first beating LEX n MEX. They removed the requirement to have the EX primal beaten to get access to those fights, but they(LEX n MEX) still needed to be completed to get access to Ramuh.

Now that we have that sorted out. Did they remove, this patch the requirement to have REX completed to participate in ShEX? I have seen no such reports, if anything they would have removed the requirements needed to enter REX.

You need REX complete to do Shiva EX.

Edit: I haven't seen any mention in the patch notes about REX entry requirements being lifted, either- afaik you still need LEX and MEX.
Maybe I missed it, IDFK- i downed all previous ones already so can't test.

I unlocked and cleared Moggle EX, Leviathan EX, and Ramuh EX this week after 2.4. Ramuh still required Mog and Levi, but I didn't check the requirements for Shiva EX.

Shiva Ex requires Ramuh Ex.
