Well if you are running around without an FC you will probably get a lot of invite Like Alx789 said, you can just join in one, it costs nothing and you may change your FC or withdraw from one if you don't like. At higher level you probably won't get invite anymore since people know that you are not likely to accept.

By the way, i found joining a FC may have some benefits, like getting an answer from other, getting help when you need, free EXP buff through company action.

Using a percentage to judge if a guild active or not is quite unfair IMO. Many guilds have policy to just keep old members around, eg. my guild only discharge ones who is offline for 60 days, so we have a lot of offline members too. But they were once active, and we were once comrades It hurts a bit when I have to discharge someone I know from the guild too.

You also cannot be sure how long an active guild will stay active, so better enjoy it when it last One day you may become the one who goes around tossing invitations just to get new blood for your guild But by then you probably find your home in ffxiv.
