Not really, they are only accepted in Limsa Lominsa and because they are merchants, they don't live there. Amal'jaa lived in Ul'Dah some years before the 1.0 but they didn't manage to get along with the others so they got kicked out. Beast tribes are also called barbarians ( not sure if it's that in english, but it is in french and japanese ) for that reasons, like how the greeks called the ones that didn't belong to their city-states.

I don't see any representative of Yugiri's race living around Limsa, Ul'dah or Gridania, except Yugiri herself (who's a refugee).
There's also moogles in every cities.
And the reason the Amal'jaa got kicked out is mostly because when the whole Empire/Primal summoning started, it started to get a little... tense between them and the other. Before that, they were accepted just like Goblins and Qiqirns.
What I mean to say in the end is, the difference between a beasttribe and one of the 5 races isn't simply "they are accepted in city-states".

I don't think Yugiri is part of a "beast race" but her people are probably not found on this side of Eorzea, so they're not considered part of the "five races." I assume that when they become playable the "five races" will become six.
As for their name, my guess is Auri. The wind-up Odin minion heavily implies it - the description is an explanation for why Odin, a decidedly Western figure, has a Far Eastern blade, Zantetsuken. It was said that he defeated a Far Eastern "Auri" in battle and took his blade. This Auri was probably a samurai, and we know that Doma is culturally very similar to Japan.
Putting two and two together, that would make Yugiri an Auri.

What of the Garleans, then, are they part of the 5 races? Or are they another hyur "tribe"?
Overall, I don't think she's a beast tribe at all. Somebody mentioned an "Auri" this may atleast be the name. Who knows, maybe having a -ri at the end of thier names is part of thier naming convention

Pretty much ya there are the 5 race in 1.0 the Garleans took kids and people and made them part of there army "If i remember right". Van Darnus is the only known person to have blood of the Allagan people. It's the main reason he could start Dalamud to fall down on Eorzea. What of the Garleans, then, are they part of the 5 races? Or are they another hyur "tribe"?

Releasing the Padja race would be pretty simple seeing how they are seemingly unaging children born rarely from certain Hyur bloodlines in the Twelveswood. But i guess they wont be release for us to use to they no longer rare to be born in Eorzea.
well my theory is she is from the bunny race that was introduced in FF12.
the ears under the hood look like they could be bunny ears, however her tail looks like a cat's tail. but her ears are to long to be a cat...![]()

Physically they're just blondies highlanders, however if we count Allagan descendant and genetic manipulation, i'm goin to call Garleans are "mutant hyurs" just like Xande the "mutant Roe" in which the Garlean's third eye function isn't really revealed and the fact they can't use magic or aether manipulation in line with Xande's mutant ear shape and complextion. What of the Garleans, then, are they part of the 5 races? Personal guess, Yugiri is closer to the Gria of FFTA2, the long 'ears' under the hood could very well be dull horns and the Gria are part dragon so the short, scaly, lizard tail makes sense on that front. Its just missing visible wings which I assume won't happen because characters that can fly without mounts in FFXIV might be a little op.
crazy idea but.... what about the kangaroo/mouse race from final fantasy 9?
