Quelling Strikes. Surecast if you run out of options, although Surecast's animation is noticeably longer than both Lethargy and Quelling Strikes, so I would rather not Fireweave at all than use it.

Edit: I wouldn't use defensive GCDs for Fireweaving unless you're never in any danger during a fight. The returns from Fireweaving aren't worth the cooldown on a defensive skill.
