If they are following someone it means that someone is at the computer. If someone is at the computer GMs can do *nothing* about it. The terms of service forbid bots, not multiboxing.
If a GM contacts a suspected bot and someone responds, the GM has no proof that he's RMT or a botter, and he has to move on. It's that simple.
