There weren't any Yukatas at all last year. There weren't any swimsuits rewarded by quests this year either but they still brought all of them back.

So why keep the swimsuits too then? The vendor NPC also wasn't really the same one from 2013 because the new one also sold housing items when they didn't sell those last year, and changing an NPC's inventory can't be that hard. To clarify the Yukatas this year were quest rewards given by the quest NPC, the other items were sold by a vendor NPC, so they're also two different NPCs.
