The OP did say that he can still see the FC money in the FC bank, so it hasn't been transferred to another character or account. From the sounds of it, it's a dead FC whose leader isn't 100% sure they want to relinquish the FC. Maybe they're taking an extended break, but intend to return and rebuild the FC someday. Not a very responsible FC leader (I sure wouldn't want to wind up part of the "rebuilding"), but probably not shady either.
