    I don't think it needs to be removed off the GCD, but it should have a longer duration in addition to a buff icon.

    The main reason I suggest it being off gcd is because the rotation for Monk is already tight due to needing to keep up dots and buffs. It's got such limited application to beginning with (I'd rather see it reworked) it's trigger that it being off gcd would simply make it easier to weave into rotation when it rarely trigger.
