Need to nerf SB in Main Story Dungeon

We already have a fair amount of trouble staffing tanks and heals for story mode runs. the more nerfs we apply to them, the longer queues will get.

Personally, I think we need ilvl sync for lvl 50 dungeons. You should not be able to run castrum in I90, it should be synced down to I55 or something. that would even the playing field to fresh 50's, and eliminate this entire issue.
