Poison and Gravity were elements in FFVI, and even had their own elementally-themed optional dragon bosses to represent them. Time could be considered an element, as well, for those games with Time Mages. The Final Fantasy Wikia page lists pretty much everything that could be considered an "element" in the FF series, if you're looking for ideas...
I think for some people the disappointment lies in the fact that "Dungeon Bosses" in this game are usually cakewalks / easy / throwaway / forgotten about after a few runs.
What's sad is that Yoshi P and the combat team *could've* made something like "The Lost City of Ampador" with Diabolos an "End Game"-level dungeon. With all the "Nausicaa of the Valley of the Wind" / Ghibli influences, gorgeous new Textures, beautiful Music Track, and Diabolos as the Final Boss, if they added some interesting Challenges, Puzzles (maybe), Side Paths and increased the Difficulty, there's no reason "The Lost City" couldn't have been "End Game" level.
But, sadly, Diabolos was relegated to "side show" status and drops useless gear for the majority of the Max Level population.![]()
Same for Fenrir now. Who knows what Snowcloak is like (it looks gorgeous so far), but if it ends up dropping ~i80, i90 Gear, it'll be yet another throwaway Dungeon that has wasted potential.
Looking forward to seeing the new Fenrir in action regardless of where or how.
You know what. Let's from now on every boss/ enemy/ npc/ primal/ not be from another FF so all this rage will stop. Nothing but new everything so we have some newness. How about it?

Why surprised? Fenrir has been put as a Normal boss for a while even before he is released in 2.4.
Fenrir art design is placed in the Normal boss catagory of the FF14ARR Artbook since 2.0.

Honestly, I've been dying to see Fenrir in XIV. And I'm just happy that he's finally here. No matter the implementation.
Though I have to say, I would have really enjoyed a Fenrir-Egi. Even a minion will do...or a mount...
