I'm from Portugal and ever since they changed how often they check player input I haven't had any noticeable lag problems in dungeons.

When I did have problems it was because of my ISP provider. After I changed to a new provider, my random lag/disconnect issues are gone.

But if they don't stick around how will they be able to convince other people to leave too and justify their decision?

Isn't the new update rate only in newer dungeons? Also, did not a whole new set of players get lag after that?

Have to wonder how older games functioned on 24.4k modems and what new things games send back and forth that they didn't before.

The new polling rate was initially for new dungeons, but SE has since applied it to all instances.

There's also nothing to "wonder" about. It has less to do with the games and more to do with internet infrastructure. When 24.4k was the norm you didn't have the internet in every household, nor did the people who had it use it as often as they do now. The number of new internet customers increases daily, but depending on the area and the provider the demand for bandwidth can increase much faster than the "supply" side can update their equipment to accommodate the load. It's the same reason why you might not lag at 4am, but trying to play the same game at 8pm is almost impossible. There's only so much bandwidth to go around so if your ISP (or any backbone for that matter) is poorly equipped to meet demand you're going to experience problems if they're routing a large amount of traffic.

That would be true if you could still play using the speed of a modem.

But from what people say with their ISP throttling their speed, that is not so. Or are they throttling something else that wreak havoc on their ping?

In the grand scheme of things your speed is less important than your bandwidth. You can only go as fast as the slowest connection along your path and each node can only accept so many incoming connections before it starts to get overloaded. Connection problems are usually caused by overloaded or capped nodes because there simply isn't enough bandwidth to handle all of the packets. Sometimes it happens because the equipment is outdated and sometimes it happens because the company in control of the equipment purposefully limits connections (in other words, throttling).

Service providers throttling connections is its own kind of monster. Logically they would do it to make sure everyone gets a slice of the connection pie (so you don't have a few people hogging all of the bandwidth), but often times you have them limiting connections in a thinly veiled attempt to get customers to pay them more money for "better" service even though there's plenty to go around otherwise. That's part of why Net Neutrality is so important.
