I don't think we'll ever get one if only because FF14 is so influenced by the Ivalice games people keep asking if it's part of them. The ultimate villain's probably going to remain the world rules.

even in ivalice's game you had big baddies. but i see what you mean, i'm more concerned by the feeling that the questline of the main story is less interesting because we lack this feeling that the world is at risk, everything seems way too calm. i know that the empire is not done for, i know that the ascien are moving, i know that the 2.3 end questline seems to add another faction. however, we still lack a character central on the bad side.
in the V1 we had nael and the 2.0 gaius, here no one is really coming out and make us want to know what he is doing and worry about what he can plan for throw down the world into chaos.

don't get me wrong, i don't ask for know all of him, but to have a face and a name that will leave it trace in our mind and make us remember it.
