I don't got any proof showing it was %99, so if you say it Is impossible, I'll take your word for it, but I was around 50ish quality away to %100, but memory can be a flimsy thing.

You think it may be impossible to lose to RNG with a %1 fail rate? I mined an HQ Umbral Rock with a %1 HQ chance. Its very whimsy lol

I absolutely believe that 1% RNG does make the difference in this game. But also, I believe that the game is programmed so that 98% is max quality on crafting, specifically so people can't complain about failing crafts at 99%. An example of me crafting an item 1 point below max quality.

I have had 99% on multiple occasions.

I've done a master token craft, landed 5 quality below cap (out of some 4900) and it was still 98%. Unfortunately I don't have proof, nor can I easily replicate the scenario (or replicate it at all), but for all the crafts I've done I've never seen a 99% (I have the GSM Luminary too).
