An Open-World PvP Zone or Two

Omega Weapon is buried beneath the Flats and in order to prevent anyone (or a specific someone) from getting their hands on it, they turn the area into a battlefield and have Adventurers fight instead of their own troops to keep their alliance in tact (and also because we're undying and blood thirsty) and allow their forces to focus on other matters. Seems fairly logical to me... Or would it make more sense to hand over the region to a fledgling organization that doesn't have the numbers to secure the site?

So they turn the flats into a free-for-all proxy war? Oh yeah. that makes perfect sense. If the alliance has an objective (prevent a rogue element from capturing omega), why wouldn't they do a joint strike ala what was done with the attack on castrum? Oh, that's right, because it wouldn't justify turning the area into a pvp instance.

Look, I'm glad the battleground is there. Out of sight and all that, but the lore doesn't make sense.
