Time for speculation on this past but if I could have them redo it it would be like this:
Atmas drop from last boss of a dungeon. Not chest, from boss. Everyone with relic zenith gets one. Now here's the kicker. The way atmas are divided into regions we keep but it is to a city-states' dungeons. So all of, say, Gridania's dungeons will give one of the atma from that region but never double of the same to one person. So if you got water bearer in last dungeon you'd get a different one this run. Rinse and repeat in each city-state until you have the twelve you need then do it again for next. Sorta like getting relic to relic zenith you can only do one relic at a time but you get a guaranteed drop and people stay for dungeons.

It's fine the way it is now, for people saying they spent days and weeks not even getting one I call BS. There are many people with atma, animus, novus (even some with nexus). Also devs were able to get 11 atmas in 14 hours which is quite fast imo. I see no reason to nerf it, it is fast enough. 400 fates in row (not 5 fates and break) are enough to get all atmas.

You really, really, really, don't understand RNG.I see no reason to nerf it, it is fast enough. 400 fates in row (not 5 fates and break) are enough to get all atmas.
The people against it just have the typical ignorant 'don't be lazy' mindset when they don't even have a clout how much time people have been putting into it, only to get nothing....
....and then some jackass dragoon joins an atma party and gets it his first fate -_-.

You are probably doing it wrong. I have spent all my time on it and didnt waste time on soloing fates, made parties to make it faster etc.. /sarcasm on But saying this is waste of time, because everyone who doesnt finished atma yet is doing everything right and its only Enixs fault. /sarcasm off
EDIT:It isnt about time but about efficiency. If you waste 6 minutes on one fate, its bad. Running around, sticking 30 seconds to one fate (to get gold), then running to another is way to go.
Ive seen many people who soloed fates all the time (10 minutes per fate) and thought how much work they put into it, but thats the reason why others got their atmas 10 times faster. (I am not saying this is your case)

1. Parties don't make it faster - they make fates pop faster, but they dont make atma collecting faster (infact, fate parties just contribute to the spiral of self hate). 1% drop rate - you can NOT get a single atma after 1000 fates.
2. Yay, you got lucky with the games craptastic RNG service - maybe it was a full moon or the planets were aligned.

With party you finish the fate faster > you finish more fates > you have higher chance to get the atma.
I know there is difficulty scaling according to number of people doing the fate, but its always faster than soloing.
Look, I'm glad that he doesn't have a job and can sit on his bum all day long to play a video game. Not everyone is so lucky (or lazy in RL). I'd hit the 1k title well before I got my last two atma. Now I'm grinding books, and while I think that doing low level crap does not constitute a relic questline, at least it's not up to the rng gods when I finish.
Two things I would like to see change about this questline:
1. No more low level crap. It makes no sense to have to go back and do level 2 FATEs for a high level weapon. New players don't need help with level 2 FATE. We just dominate them and ruin their experience points.
2. No more RNG nonsense. The people in this thread defending the "grind" are really masochistic (a trait I've found to be wholly unique to the FF playerbase). I don't mind it being "work" - like the books are - but running in a circle to one shot monsters in a level 2 FATE is hardly representative of extreme skill that you should be defending this method. Pathetic.
