The latter part is only in the 8th derevation used for dreaming, otherwise used for illusion and the first kanji is a lyrical writing of something freezes .. Wouldnt it be more saying That Illusion of Freezing?

Just curious because some Japanese original titles mean quite something else than the english translation

It actually says something along the lines of "Freezing Illusions" since the first half ("freezing" + particle) is just to describe what the Illusions part is all about.

IMO "Dreams of Ice" give off the same feeling. Dreams can be so good that you never want to wake up from them, so you've fallen into an illusion created by your mind that you're ultimately charmed by. If they froze over somehow, you can definitely never wake up again. Not that you'd want to wake up from such a wonderful dream.

I still think she somehow imbues herself with the power of a primal therefore becoming Shiva (which is unprecedented)

Theory; The people of Falcon's Nest summoned Shiva by mistake during the Calamity, and she's a "new" Primal in a similar way to Good King Moggle Mog. The Mogs had their legend of the Good King, and that was enough for them to summon him, perhaps the people of Falcon's Nest had a similar legend, which they turned to praying to in desperation during the Calamity. Since they didn't really know what they were doing, something went wrong and the whole area got Diamond Dusted and Shiva went to "sleep". Iceheart survived, thinking she was saved by Shiva, the Ascians then tell her how to properly summon her "God" and she's now going about trying to awaken Shiva.

Shiva could even be Halone, although I've never liked that idea. Same gender. Same element. Halone even shared some basis in Hindu mythology with Shiva iirc. Ishgards do worship Halone as well, after all.

Theory: I feel this is paving the way that not only beast tribes can summon primals but now the main (playable) races can as well. This will allow them to add more primals without having to add a new beast tribe each time they want to bring a new primal into the game. It'll open it up so they have more freedom when it comes to creating future primals.

I was thinking more along the lines of allowing us to summon Primals, which is planned content they've only been delaying until it made sense within the story.
