Yes, this is what happening with NA:
Twin Adder always have problem with being out numbered. Always start with missing 6 to 8 players, and queue time is either instant or 2 to 5 mins. Due to physical guild location, they got Bard and White Mage mostly, lack of real meele units in capture the flag.
Flames is in better shape, but may be due to physical guild location, their players are mainly Paladins, Monks, and Black Mages. They also seems to have problem with both Market and Temple. They can only win when send groups to camp both GC spawn.
Malestorm is over populated, but their members are not willing to switch even queue can goes up to 1 hour. Reasons may be from higher winning ratio in first month or the GC gear looks best.
I understand now, some game you join have 2 full team but last team only 2 person? So you want to make it that maybe balance and become 1 full team and split 5/5? That way easier to play?
But Axel premise is 'playing class they want to play'? But that is point of queuing with set class. This become very personal player problem again. What if many do not want play healer or tank? Switch alliance won't change much? I read board and gathered that majority of NA player do not like to change class for sake of other or just AFK most of time? If these player still common then I do not think suggestion would hold much reason.
I am not sure how system works with Alliance and if switching possible or determine as you queue because this system also affect tower raid dungeon. Developer only state before that can queue as FC but they already would determine team so switching might not be possible?
I think problem here is people refuse to play class and other have to let them have their way.
But this not good encouraging of behavior in long run because those player will always be like this. This is player attitude problem? Do not want to change class to help party win? Then really not much SqE can do.

When you have players who are willing and able to switch classes, then that's fine. But it isn't always the case.
And its a shame when you have plenty of people in the relevant roles already, but they are simply distributed poorly. If they were able to switch alliances, more people would be able to play the classes that they wanted to play.
