They will be in the hot seat regardless because of 1.0. It's a stark reminder to them that they will have to continually work towards making a better game and not reliving the mistakes of the previous game in any form or fashion.
As someone else has said, overreaching can also be a problem and it should be curbed as well. They shouldn't set their dreams too high at this point and I agree with it. No one is really saying that you shouldn't be upset -- it's obvious that it was a very bad move on their end. However, one must also try to take in all things that are involved when it comes to development as well. It's not easy at all, from those who handle the framework and planning, right down to everyone who does the coding.
Regardless, this is a specific and a very interesting predicament that I honestly doubt anyone will ever see again (unless they try to tackle the inventory problem). What it will boil down to is SE having to shell out more money to beef up their [physical] servers to accommodate for needing more housing plots. What they did here is tried to work within their physical limits of the system, using a software solution. Sometimes it works, sometimes it doesn't. While it did not fail, is simply not enough to cover the very obvious and huge demand. I doubt even 2.4 will cover the demand, but that's another story as well.
I wouldn't be surprised if you hear about this solution at TGS along with a very grievous apology.
