As stated in the patch notes for Patch 2.38, the plots of land available for purchase in the housing areas will be the same for both Free Company and individual buyers. The introduction of housing plots in the future will also follow this structure.
Yeah, this right here bugs me. It's been quoted several times that they intended the two systems to be separate. This would have allowed for both Personal and Free Company housing markets to differ both in price and demand. Hell, they could have come up with more compact Housing Wards for Personal housing.

Instead, they immediately ruin the one big fix they could have made. Not only could Patch 2.4 have solved the issue by releasing separate wards, but they'd have had plenty of time to implement new wards with hell, double the amount of potential houses within the wards (Which they seem to be doing now). Problem is, they literally just told us. "Hey, we know you're pissed off that we lied to you about them being separated. But... it's okay, because this is how things are going to stay!"

Yeah, I can save up for a Medium sized house eventually. But, by that time richer players and Free Companies will have them. I could save up for a small house but... same thing.

I can sort of understand how they could feel backed into a corner, but making it worse by combining the systems and the prices for both really hurt things more than just saying they need more time, or hell, warning us that it was going to end up this way. I dunno, maybe a week's notice would've been nice. Something to say "Hey, don't stock up on housing supplies, don't get your hopes up the night of the patch. It isn't happening".
