We've known about the new item for months. It's explicitly stated on the event page. It's no one's fault but your own if you don't read the official announcements for events.
Let's think about this. I said I went to a site to find it's location. Now wouldn't that suggest I knew about it's existence. That would make sense, yeah. Now what nonsense is your post about, please explain. Don't you look silly now.
All of the information is contained in the official announcement (linked in the first post). It is linked from the Lodestone and the launcher. It tells you what the new item is, how to get it, which NPC to get it from and what the coordinates are.
The only confusing part is that Havak Alvak (the quest NPC) is at (X12, Y8) and Toughie (the NPC vendor) is at (X8, Y12).
You said you had to look it up on a database to find out where to get it. I was pointing out that official announcement on the launcher tells you EVERYTHING you need to know including where to get it. Seriously. You are moaning because you didn't bother to read the announcement.

.... why isn't this just put in during a different event instead of one I am immediately ignoring because its a recycle -_-
Newer players to MMO games will likely draw from their experiences playing FPS games, GTA, Dragon Age, Skyrim, etc.. and they will evaluate a MMO based on that criteria. But other online games (and offline RPGs) are designed to be picked up, played for maybe 5 months and then abandoned for when the next big game comes along. A Veteran MMO gamer knows that the experience of the game is stretched out over years, and if crafted properly, it leaves players with some of the best gaming experiences to be found anywhere.This is the problem most content is solo and you get your group action from a cross-server queueing tool. This is not like older MMOs where servers developed real communities. It's more like MacDonald's Drive-Thru, where you queue up, do your run, then never meet those people again.
Really this is all that needs be said.

Oh Jesus complaining about them giving people a chance to do this event with an additional bonus item that has an actual wobble effect? God dammit just when I think there's hope...-sigh-
I wouldn't say that they eat the necklace since you can get it to show back up after taking the slime off your head, maybe they are just chewing on it.
Tbh though I think it was just an oversight by SE that when they made the hat/helmet that it got set as the helmet type that hides the necklace like some others that cover the neck do.
