What am i doing wrong in the Ixal quests?

Except that's now how this works. All the other quests correlate to the level necessary to complete. SE designed it this way to get people to start crafting. The Ixali beast tribe quests are nothing more than advertising for crafting. The rank 1 quests with rank 1 items can be done by level 1 DoH classes. The level 3 items can be done by level 3 classes. Hell even the level 15 items can be done by level 15 classes. And, for the most part, the level 16 items can be done by a level 16 DoH class. The ONLY discrepancy are the two quests, "A High Wind in Ishgard" and "In Case of Emergency." It would be a different story of all level 16 items were equally difficult to do, but that's not the case.

Given all this grouped together, it's more than likely that these quests are bugged and that their Quality level is much higher than anticipated.

Not really. There's variance to the amount of Progess and Quality for each item. Some of them only need 30 Progress, others need 200-ish. Quality just happens to be the tougher one to raise without cross-class skills. Honestly, I think it's nice that they can be turned in on such low level classes so that people that don't have all the DoH maxed can give their low level ones a boost. People that don't have ANY crafters maxed out and are struggling with this might be better served doing the lower level quests until they level up a bit more. *shrugs*
