I can't really agree with that honestly. ST gear fills the same niche here that CT gear did in 2.1; it's a stepping stone between the i110 gear you get from endgame raiding and the i90 gear most people had when 2.3 dropped (weathered gear fills the same niche but likewise takes 1-2 weeks per piece). It wouldn't have been a good idea to let you upgrade the i80 CT gear and it's not a good idea now.
