Is that 0300 meaning 3am, or is that 3pm? And is that 11am or 11pm?

That's a long long time to be down for maintenance, even if you look at the least amount of time that those times could be (3pm to 11am). Remember, it starts on the 15th and ends on the 16th. That's a minimum of 20 hours scheduled downtime. o_o;

It's exactly what it says, from 3:00 to 11:00.

Oh, right, Americans and their silly am/pm thing! It's 3am to 11am, so a pretty long maintenance if those numbers are right. (Probably the date is wrong, that's all)

It's also used regularly in many South American countries (all?). The 24h system is just superior in every practical sense, as far as I can see.
