They have to come from somewhere though. I guess, without looking up a cross breed or xivdb item, that the seeds are from cross plants or a map drop?

You can get tehm from crossing buff Food with high Level seeds like broombush or glazenut

You have to cross breed multiple times though I don't do gardening myself so cannot remember the details of the process. There's a gardening thread here somewhere that'll tell you the steps though, I'm sure. It's something like 3 or 4 crosses before you have a chance at getting even one though and takes like a month.
