I get that it encourages the dungeons to be done but on my maxed out character I don't even bother doing them anyways.
On my alt however, I want to be able to go in with 1 or 2 friends. Making it not able to be grouped is silly.

Roulette's main purpose is to fill needed roles in otherwise created parties, by assigning solo players for solo slots. If you are already a party, that's what standard duty finder is for. The reward for roulette is the trade off for it essentially doing what is needed for others rather than what is desired for oneself.
It would be nice to do the duties by walking up to the entrance and entering without having to form a light/full party or alliance. I also think there should be no level sync if you choose to do it that way (a level 50 rushing a dps through Sashtasha for instance so they can carry on the story). However, rewards should be significantly reduced to just the experience for the monster (no scaling to level). If tomestones drop (for instance if you did coil with 6 people) these should be unaffected. Obviously it shouldn't be possible to do any roulette as a solo event.
The main purpose of low level roulette is to help fill dungeons for low level up and coming players. Filling all 4 party slots would utterly negate this effect and would end up considerably shrinking the pool of available players for lower level dungeons.
If you want to do low level dungeons with friends just queue for the dungeon you need.
As much fun an uncapped Sastasha would be, if you uncapped it and let people solo then noone would queue up for low level players to get their clears so they can progress the story. This is the case for every dungeon pre-level 50. This is why Low Roulette is solo queue, to ensure that those who need it can reasonably expect to finish it.

When you say "only 2" what exactly do you mean? To party up with one other person and queue? If that's what you mean then it's certainly a better mid ground, but I don't think it solves the problem as well as roulettes solved it. Getting more player into low level dungeons to help others. Going in with 2 would just mean 1 less person you're potentially helping. I myself have been thrown into parties where all 3 other players were brand new. I helped teach them the bosses and the right way to run it. In your scenario I might only have helped 2 and that third player would have been forced to wait longer for his next group.
For the exact same reason. The roulette is not there to reward you for bumming around with your buddies. It's there to help other people out by filling missing party slots. This is easier when you have a pool of single players to choose from rather than a bunch of half-formed parties.
If you take 2 people and have them queue together for a low level 4-man run, that means there are 2 spots for newer people - the population the system exists for.
If you take those same 2 people, and have them queue separately, you suddenly have 6 open spots for newer people. This means faster queues and more people doing the dungeon in general.
It really is that simple. SE (rightly) is not going to give you extra rewards for blazing through low level roulette with a friend or two. It's not for that.
For a community that places such emphasis on playing with a group and getting to know the players on your server, you sure get up in arms when someone asks for more team-based things to be possible.
The duty finder isn't for "newer" people. The help system is. The Guildhest system is. They should also implement a mentoring system like we had in XI.
The low level duty roulette is a grouping system to facilitate the leveling process. It has an add effect of sometimes teaching new players the game, but it's not there solely for that purpose. This is the only game that predicts doom and gloom around every corner with respect to systems that have worked in other games for years upon years. What is so different about FF players that it's not possible to allow friends to group together?
Aside from that, some of you really have some issues with basic math. 4 players queuing is 4 players queuing whether they are in a full party or not. If those four players all queued as tanks, perhaps it would speed up the line, but not as the individual roles that compose that full party. Adding another dps slot to make parties 5 man (or even 6 man like XI was) would make queues faster.
