That would be a more compelling argument if the people who want to form parties weren't already friends with the people they want to party with.
Because groups of friends would just kick the new low level person because they're learning the dungeon or are too slow for them. SE saved us from ourselves.
Your right the duty finder is not for newer people. However the rewards for agreeing to complete the low level duty roulette actually are. You, by signing up for the low level duty roulette, are agreeing to run this lower level dungeon with the intention of assisting people that need to run those dungeons, in exchange for the gil and myth rewards for doing so.
By all means duty finder lower level dungeons to your hearts content with your friends. You just won't get the roulette rewards because that can only be queued solo (for the above aforementioned reasons).

Except that it's still stressfull to join as a DPS (10-40 mins in que). So a lot off people try to "arrange" a quick run with friends doing specific runs (i.e. heal /tanks register 4 ifrit or titan hm then dps join, and so on until duty finder pop for everyone...). Silly. It's A DAILY, i have only dps classes to level now and if i do all my other content of the day in can't wait for long dps que (i play 2-3 hours at day and i have to do my SCoB / ST / Capping session too).
I wish ALL the roulletes were party-able. I don't even bother doing low lv roullete sometimes because I'd have to sit through it solo. That's new players that aren't getting help from me. Most people would just like to bring along a friend to both Low-level roullete and trials.
So then it feels like you're flying solo when you want to do Low level roullete or trials, or main scenario. I don't like!

It's not hard to make the assumption that alot of this desire for pre-formed low level roulette is to shorten the dps queue times since tanks are instant and healers not much later.
Based on the fact that Rogue is coming next patch is reason enough alone as to why it should remain a single player aspect of the game since the dps queue will be flooded even more and if they allowed people to preform you would be 'having your cake and eating it too' which is against SE's fairplay clause.
