The thing is that even for ilvl100 there should be more parties because vanity has become a big part of this game and the Ramuh weapons look cool and drop quite often (~%30 from what I've heard). The ilvl is definitely part of it, but I think the emphasis on needing voice chat compounds the problem.

I play on PS4 and can't get Mumble to work on my computer or phone, which led me to be excluded when my FC formed a second static for SCOB. I feel the same way with Ramuh in PF...

OK. None of the content requires voice chat. I think with that we all agree. But voice chat can be helpful in some cases. Now there are alternatives for everyone out there.

From what I gather from the OP though is that some of the EX fights require a higher level of coordination than one can expect from pugs and that instead of EXs being a middle ground between let's sleep through CT/ST and need to coordinate to phase changes coil they more heavily lean to coil instead of them being the middle ground of you can still pug them without having to worry too much about messing up some of the mechanics. To top it off the whole echo buff can really mess your day in these fights.

If you are a PS4 player start your own static and focus on people also on a playstation 4 or that have a ps vita(this is what me and my friends did). Then you can all chat via the PSN party chat.
Plumble from the f-droid.org repository is a free android mumble client. I know there is teamspeak for android as well.

none of the content need vocal chat, not but it help yes.
tank ramuh ex without vocal is messy (it's a good exemple)

I would say it's not needed when you know all the fight by heartt (when you are used to it) but better to have chat vocal when you learn

for ps3/4 user yeah there is android ts and mumble, get a only psn only static may be hard (also depend on server population)

Ah yeah, I'm getting a new computer this Friday (unrelated to this game) so I won't have a problem with Mumble anymore, but I also found a good static that doesn't use voice chat (ermagad but how do we all know when to stop during Blighted!!?!?)

Anyway, I think there is a conflict between how the game is designed and what players desire in their groups. Voice chat is really not necessary, but many players and statics make it a requirement. On Leviathan there is a PS4 FC that I'm sure is very popular for the PSN party chat.
