How to Incorporate Ingenuity?

I put innovation after ingenuity, right before byregot's. I'm basically fishing for one more chance at a good/excellent proc. If I get good or excellent, I fire off byregot's and don't bother with innovation. Why? Thing is innovation is not that big of a boost. It boosts 50% of your base control stat, but does not multiply the effect of inner quiet. So for example, if you have 100 base control and fill up 10 stacks of IQ, your control will be up to 300. Innovation will give you 50 more. (If you don't believe me, you can pull up your character screen while crafting to see your control stat go up.) Innovation is nice, but it's effect is modest, and nowhere near what a good condition gives you (1.5x your final quality, stacks with everything).
