I feel the OP did nothing wrong, and the people who voted you out probably went in as a premade. 100% of the occasions I've been vote dismissed over something trivial like this, I looked the players up on Lodestone and found at least 2 of them were in the same FC.
Nothing wrong on your end, those are simply entitled people that feel even tho they were together everyone should follow their made up rules. but to be kicked out because of it is the highest form of douch baggey. It sucks to deal with people like that but just forget them and move on, i'll even pass on items i don't need but sometimes i'll go as a different job, and still try to greed them, If they want it that badly they would have came on the job for it.
But it's further sad to see in action vote dismiss and and it's many forms of abuse. Majority of people will greed everything so if they are upset by that they will be kicking out of a lot of people. .
What I do is say I'm looking for certain pieces of gear, and hope that the ones who don't need it pass. What I hate are the ones who just ignore you and Need on your gear anyway. That's bad manners. Needing and greeding if no one says anything isn't. Don't know who made that up.
Bad manners are not among the valid reasons for a vote-kick. Only outright harassment, cheating, or being AFK/disconnected qualify. While it's debatable whether Needing on something the game says you can Need on could be considered bad manners, it certainly doesn't fall into any of those categories. So no, they didn't "exercise their right to use the vote-kick system" because they had no such right. They abused the vote-kick system, which is a reportable offence by itself (even without the additional harassment in chat).
Now, if this were a Party Finder group with special looting rules established in the PF announcement, that would be a different matter. Agreeing to a rule and then not following it is considered harassment, and valid cause for a vote kick. But in DF, the only rules you've agreed to are the game's rules, and the game's rules say that tanks can roll Need on tank gear, regardless of level.
As for how I tend to handle looting myself:
If we're running through the dungeon fast, always going immediately into the next fight, then I just Need or Greed whatever the game allows me to, without taking the time to really consider what that is. Then later, after the run is over, I'll look through what I got and decide what to do with it.
If we're going slowly enough that I have time to check out what dropped and compare it to what I have, then I'll Need on anything I plan to directly use (current class, alt class, cosmetic, whatever) if the game lets me. I'll Greed on anything I'd simply sell or turn in for seals. There are only two cases in which I'll pass. One obviously is if it's a Unique item that I already have, as the game doesn't even allow anything besides Pass in that case. The other is if someone else in the run had asked at the outset if he/she could have that specific piece, and it's not one I was there specifically to try for myself. (In the later case though, I'll only pass on these if the player was polite about it. If someone's rude and demanding, or starts asking to reserve multiple items, then forget it.)
If it makes you feel better, Low Level Roulette is the cesspool of FFXIV in every way. Lots of overconfident, asinine, greedy and assblasted players doing their daily. I was in Totorak today and a WHM lost her shit when I started healing our Tank as a BLM because OUR TANK WAS GOING TO DIE. We were doing a "grab as many mobs as feasibly possible" run and we were using the barrier of the first boss room to cutoff some mobs. Well Tank was also tanking boss, I was both out of mana to use Fire and on Transpose to regenerate it, as well as really close to stealing aggro. It was a low level dungeon, so I thought "what the heck I'll help our healer heal our nearly dead tank in the meantime" and the healer goes on a huge deal about how I should do my job and not hers. Yeah, one of those kinds of players in the most casual instance possible. I argue that I was only helping keeping our tank alive. She stops midhallway to make a paragraph long response about how I'm wrong and how I am not allowed to do her job. Well, tank was pulling a lot of mobs and not even I could get to him fast enough to heal him before we all got destroyed. I eventually conceded and we finished the dungeon. I'm still baffled.
It was obviously a premade though. Clear mob mentality from them. Hopefully your report goes through and hopefully they lose more rolls in future. I just cannot understand that level of entitlement.

I don't see how it's bad manners. If you absolutely need the gear (or just really want it for some reason), then go on the role that gear is for. I spent a few days casually farming low-level dungeons trying to get the Acolyte's Thighboots so that I could glamour them. I did this as Scholar, which is allowed to need roll for them, and I feel I was perfectly entitled to do so. I had someone get on my case about this in Ifrit HM a few days ago, actually. It was a BLM that wanted Ifrit's Codex for his SCH that had just hit 50. I wanted it for possible glamour/possible desynth (not sure if I'm leveling up ALC desynth, honestly). He asked if he could have it, but I politely told him that I was also interested in it. He asked me if I'd roll greed on it, and I told him I'd already rolled Need (which I had... I rolled a mighty 1, go me) to which he replied "then screw u douche" and left the duty. >.>What I do is say I'm looking for certain pieces of gear, and hope that the ones who don't need it pass. The only thing I think was bad manners there was his sense of entitlement.

Given how the Need/Greed system is created, if you absolutely want something, enter the instance with that class. Else, create a PF party to farm that item on greed basis.
What is considered bad manners is when one acts like a cry baby and cursing at others when they simply refused your proposal/request to give up that item.

Sorry but I greed everything I can if someone needs it they should be running that class, and their need will overrule my greed. What little RNG there is in this game, maybe its their karma that's keeping them from winning loot against greedy bastards like me. I don't need anything at this point but I love selling items back to my GC.
It's gimped tank armor. The mixed items (DRG/WAR/PLD) have way less DEF/MDEF than the straight tank gear (WAR/PLD).If he was able to roll Need, it isn't DRG armor
http://xivdb.com/?item/3835/Steel-Scale-Greaves
Def and MDef are even, it's tank armor. DRG armor has half the MDef as the Def it has
Still, it's not worth vote-dismissing someone over...
