I know a lot of people use it to join in in progress runs to let's say, help their friends after a tank or healer or something bailed. But this is, I have to say, not the way the system was intended to be used. If it was, there would be some form of outside recruitment party filler feature. This, however, would come with problems of it's own. I've heard of accounts where a duo or partial party who queued together will vote kick another member mid run to make room for a friend/fc mate. In any case, yes dear lord please implement a withdraw penalty.
So u assumed whoever canceled the DF pop up continuously is the exact same person over and over? LOLWUT U MAD M8?

Sooooooo... what you're telling me, is that when a queue gets withdrawn within the first few seconds, let's say, 27 times in a row, in the span of just 2-3 minutes, your assumption is that it's 27 totally unrelated people that by sheer coincidence decide as soon as the queue pops that they don't want to do it and withdraw? Golly gee, now that you mention it that DOES sound way more plausible than a single person fishing for an in progress. /sarcasm
