I'd say it's gotten a little worse since the hunts have made so much content irrelevant.
I blame grinding in general you said it yourself in this post nobody likes doing it. Either they invoke a system like GTA V and stick all the bad players together to play with each other or they keep the lights going for the percentage of players that still like to play this game the way the devs intended it to be played.

I blame SE for not learning lessons they really, REALLY need to learn. I was shocked that you had to opt-in to in-progress dungeons. Whatever idiot thought that was a good idea only needed to look at a blizzard forum a few years back to learn all the reasons that it wasn't. I can give some clues: Exactly the same thing that people are complaining about here.

Sometimes I think I am stuck in one of those groundhog day timewarps, because everything that SE does, they only halfway copy it from another game, they ignore the lessons those other games learned when it didn't work the way they expected, and the exact same threads with the exact same complaints crop up in the exact same frequency.

But it has to be opt in how can you opt out if you wanted to do a dungeon from start to finish?

By queuing the specific dungeon you want to do. Really, it's that simple. A *random* duty finder should be just that - *random*. Sometimes you get Tam Tara, sometimes you get Stone Vigil. Sometimes you get a fresh party, sometimes you are filtered into a 2\4 because that's where you are needed. You want to do a full run of a dungeon? You can queue that dungeon, or get a party of your friends together. Putting this in a random duty finder was a silly idea no matter how you look at it.

It's put there to cover legitimate dced players in already progressed instances so the remaining party doesn't lose their hard work. It's not SE fault people are undermining it's true purpose.
