Removing lock-outs in the content's prime creates more problems than it solves. If you can't find a group to your play style and time, then you will simply have to wait till the next tier of raids come out. Imagine if one group in your FC beats it, then they decide to carry everyone else in it to get a win. High Allagan weapons would decrease in it's valued reward, and difficulty in raids in general would decrease immensely.

Most MMO's use lock outs for raids, and there is a reason.
