Probably for the same reason PVP gear can't be used in Frontlines - because people found a way to dodge the intended system and speed trade them faster than anyone who earned them properly.

I think it the exact same method as well. If commendatiosn were given out in Wolves den then wintraders or those hireling them would likely get a ton of comms
