I said the same thing when this came out actually. Of course people will grind out the content, of course you can't force people to do it gradually. Though that doesn't mean it needs to be a grinder's system.
At what rate do you think people are earning commendation? Do you think you're above or below that average? How much catch up do you want new players to be doing? It'd be nice to see them add more things but the idea that we need new commendation items every patch or every other patch just seems like a big mistake. The commendation system was just sort of a small thing they threw in and expecting new stuff for it is a little like expecting there to be new vanity gear for the Hunts next patch ... or the patch after that. The system in itself is the reward, it's nice to get a commendation, your heart has been warmed 1040 times, congratulations. There are some rewards based off people who aren't grinding or constantly running dungeons, and expecting new rewards at a rate in which most players can't consume them is just silly.
Obviously they don't want to add more golden wreaths. Maybe eventually they'll implement a more in-depth feedback system which your massive commendations will translate into. However, it's natural you won't be seeing more rewards, if they add new rewards it will be in line with the gradual earning of commendations they expect out of the player base on average.
