In order to receive your first set of barding for your companion, you only need to reach rank 10. So if you have yet to receive your first set of barding, you can reallocate your points to the one you wish to obtain and then go retrieve it. However, to receive the second set of barding onward you will have to break the rank cap.

And yes, you'll be able to use all the barding you obtain.

Also, as another small tidbit, the item needed to reset your companion’s skill points can be obtained using grand company seals and through other means.

NExt Question : Does that mean just Rank 11? Then I have to respec again and get R12 for the WHM one? or is it restricted to 2?

I have not tested it yet because there was still no Thavnairian Onion in the MB on my server in the last days.

Once you receive a barding you are locked in for your first barding.
