Yes. I do not fully buy that stat weightage is everything. Because I know that when 2.2 started, I went straight i90 pentameld and technically some of the pieces there when pentamelded, by weight are considered BiS. But certainly when looking at parses back then and now, I do not believe that BiS solver set can beat a conventional i110 set lol.
Not necessary, when I first ran T8 our DPS was around i93-95 (dropped lots of tank gear and subsequently healer gears so DPS was lacking behind). Just need good healers to be on the ball to top you up with a SCH that succor and drop a sacred soil etc.
For T8, that's fine. But in T9 you spend the whole last part of the fight attacking from the front so you want as close to 515 as possible.

2) Lunar Dynamo if you are not holding the thunderstruck debuff, by conventional strat
Why would you attack from the front most of the time in phase 4?
For phase 4, my group has everyone stacked on tank for fires and thunder runs behind.


Which is what I meant in point 2) Everyone in front of Nael with tank and thunderstruck behind Nael.
Other than for this situation and tanking blue golem, as a BRD you don't attack from front and demand the 515 frontal accuracy anyways.
You could stand behind Nael until you need to move in for fires and beam, a lot more movement is required and greater chance of missing a fire in or getting clipped by a thunder. You might not always be able to be behind Nael while waiting for novas and you generally won't be behind it for divebombs. The grace period after divebombs you can attack from behind. There's enough times in the last phase when you will be attacking from the front to try and get as close as 515 as possible. So much BiS bard gear already has plenty of accuracy, so getting close to 515 isn't difficult.

And really it isn't necessary. Throughout all my clears, I don't remember I am in the frontal zone in phase 4 other than stacking for Lunar Dynamo, Fire or maybe Thermionic Beam.
I am aware that some teams stack with the tank almost all the time, but this isn't my play style.
