Agree, 20 would be ok.
Btw, i'd put special quest to obtain important spells as well (like Rebirth for example) to have a major sense of achievement. But maybe they already done it.. who knows!
For those who say 14 is too low.
I can't say I'm against or for that specific level, but I will say that if the dev's agree raise 1 should be for level 14, then there must be a good reason. I'm sure there version of what this games group content will be like at that stage, will require raise 1 to be a common use in the world.

the lower raise spells are probably to help lowbys out in the new lowby dungeons.

Maybe my friends and I just suck, but we die a lot at around R14-30 since that's when the leve monsters start running away and spawning 2 more (so 3v2) so....welcome change to the rez spells.
What confuses me is that CON gets more rez spells than THM...so CON is going to be WHM probably...but THM still has its own Rez spell...
I just thought of something maybe the reason why Raise and Resurrect are R14 is because when you're KOed and you use Return, you incur a durability penalty. If Raise is low then more people can go around giving raises and helping out their fellow players and also help them not lower their equipment durability.
