    The Lead Coblyns are farther along than you think. Go through the area actually labelled Footfalls until you reach Vesper Bay. Then go north to the mine entrance. That's where the coblyns are.

    For North Shroud, there are 2 distinct parts. One which is low level and one which varies from mid-20's all the way up to mid-40's. Go out White Wolf gate and you'll be fine. Stay in the general Eastern section. If you see any NPCs standing guard over bridges or gates, those are places you don't want to go.
