You can generate contribution out of thin air by using tanks and healers to create additional enmity. More time, more enmity out of thin air, more contribution for everyone, as far as I understand it.

Works the same way. You need 'that' much more enmity just like how you need that much more damage, same difference.
Just means healers spamming Medica II over-healing mindlessly will get teams their full credit still.
