You can prove someone is an RMT. Much harder to prove someone is using a radar, as long as they don't bring it up in chatlogs.

Actually isn't hard at all, change your chocobos name to that of one of the big marks, find the most obscure location possible, go there, summon chocobo, and watch the app users flood to your chocobo then go WTF where is it

Would also be a way for the task force to track them down, find somewhere that no one goes too, summon an npc with same name as mark and watch those run to it
